SSFD–BADMAAL Supports Construction of New Ministry of Fisheries and Blue Economy Headquarters in Mogadishu.

The Somali Sustainable Fisheries Development Project (SSFD–BADMAAL), financed by the World Bank, has taken a landmark step in strengthening fisheries governance by supporting the construction of a new headquarters for the Ministry of Fisheries and Blue Economy (MFBE) in Mogadishu. This initiative represents a major investment in Somalia’s fisheries infrastructure, providing the Ministry with a modern facility that will enable stronger leadership, improved coordination, and better service delivery across the sector.

A structural assessment conducted earlier confirmed that the old MFBE building was no longer fit for rehabilitation. To address this gap, SSFD–BADMAAL is financing the complete reconstruction of a new, state-of-the-art headquarters designed to meet modern standards of functionality, safety, and sustainability. The project has been developed in line with World Bank Environmental and Social Standards, and a site-specific Environmental and Social Management Plan (ESMP) was prepared and approved to guide its implementation.

The foundation stone was officially laid on 30 June 2025 by H.E. Hamza Abdi Barre, Prime Minister of Somalia, marking the official commencement of works. The ceremony was attended by senior government officials, development partners, and key stakeholders from the fisheries sector.

Initial works have already been completed, including the demolition of outdated structures, full site clearance, and a detailed topographic survey to establish boundaries and benchmarks. Comprehensive geotechnical investigations and soil testing confirmed the site’s suitability for construction, paving the way for foundation works and structural development. The new facility will be built using a modern modular design, with features that enhance resilience, energy efficiency, and accessibility.

Once completed, the new MFBE headquarters will become the nerve center for Somalia’s fisheries governance, housing critical departments, providing working space for technical experts, and facilitating coordination between the Federal Government and Federal Member States. It will also strengthen Somalia’s institutional capacity to regulate its vast Exclusive Economic Zone (EEZ), combat IUU fishing, and implement policies that support sustainable fisheries management.

By financing this important infrastructure, SSFD–BADMAAL is directly contributing to Somalia’s long-term vision of building a sustainable blue economy, unlocking the potential of its marine resources, and ensuring that fisheries continue to create livelihoods, food security, and national revenue for generations to come.
